It is difficult to know where to begin on this one. Speaking of the reality of this forgotten governmental policy makes one sound crazy. The memory of it appears to be the victim of intentional suppression. I only just found out about it a couple months ago.
Up until I heard of and researched the Morgenthau Plan, I proudly "knew" that the benevolent U.S. policy after WW2 was to "rebuild Europe". The reality seems to be quite different. The seminal work in this field is The Morgenthau Plan: Soviet influence on American postwar policy, by John Dietrich, published in 2002, the introduction of which I quote from below.
It is no exaggeration to say the U.S. policy regarding Germany following WW2 meets the definition of "crimes against humanity". The Morgenthau Plan was done as secretly as possible, cloaked behind a deliberate policy of secrecy and misinformation. The cover up appears to continue into this new millennium. As Dietrich puts it:
"This missing chapter is so large as to lead to the conclusion that the historical record has been grossly distorted. As James Bacque commented: 'It is astonishing to encounter such a wholesale erasure of history.' " (pg. 1)
"People are outraged by individuals who contend that the Nazi Holocaust did not take place. ... They should be equally outraged that information about the events described herein has been so successfully suppressed for so long." (pg. 11)
The Lies about the Morgenthau Plan
The painful conflict in our hearts upon hearing this information comes from finding out that the many of our cherished truths we thought we knew about our country, are in fact lies. He quotes James Bacque, "Leaders of our society had committed an appalling crime against humanity, which we did not want to believe. Every day, we had to choose between the horrible truth and the pretty myths we had been taught about our history."
Dietrich points out four misleading assertions made about the Morgenthau Plan in typical historical accounts:
--First, the Morgenthau Plan was not designed to "cripple" German industrial potential or transform Germany into a "pastoral" state, as it is often reported. The plan was designed to completely destroy the German economy, enslave millions of her citizens, and exterminate as many as 20 million people.
--Secondly, the Morgenthau Plan thoroughly reflected President Roosevelt's views of postwar policy. He spend a great deal of time studying and promoting the plan, often against heated opposition.
--Thirdly, the Morgenthau Plan was fully implemented, although not in the precise form of its original proposal.
--Fourthly, the Morgenthau Plan was fully implemented for years. It essentially determined America's German policy until July 1947. Millions of German citizens were intentionally starved to death by U.S. policy during this time.
Rivaling the Nazi Crimes Against Humanity
"The outlook that fostered the 'Atlantic Charter' and the 'Four Freedoms' also was responsible for policies that rivaled those of the National Socialists in their consequences... If the Allies fought against the Nazi enemy because of his inhuman method, could they then adopt some of those same methods in retribution? The answer to this question appears to be that they could, and did." (pg.6)
"We did as Hitler would have done. We annexed, we expelled, we stole, we exhibited an extreme of nationalist intolerance... we let them starve. (pg. 7)
They [these policies] were classified precisely because they would have caused a furor in the United States and Allied countries. (pg. 8)
The Evil Consequences of the Morgenthau Plan
--The German economy was deliberately destroyed after the war, specifically to benefit British and American industrial competition.
--Food was rationed, the entire German population keep at starvation levels even worse that during war time, for two years after the war ended. Millions of Germans literally starved to death, and it was OFFICIAL POLICY for the occupational forces to DESTROY FOOD rather than let the German civilians get it.

...among the crimes with which this (Nazi) leadership has been charged (at Nuremberg) is the crime of systematic and mass starvation of racial or political minorities or opponents.... These photographs are interchangeable for horror with the photographs with which we became familiar from Dachau, Mauthausen, Buchenwald, and other extermination camps. --Millions of Germans were ethnically cleansed from their homes and forcible relocated, with a high percentage being killed in the process.
--Millions of Germans were used as slave labor, often in dangerous conditions.
[Uh, and yeah, the two men responsible for formulating this policy (Morgenthau and White) were Jewish (White was actually a Communist spy working for the Soviet Union at the time).]
